Roles and responsibilities
  • Act as, and fulfil theduties of, the Engineer with regards to assigned duties anddelegated authority and be directly responsible to the Employerduring the construction of theWorks.
  • Communicate directly with theContractor.
  • Observe and inspect theContractor's constructionactivities.
  • Issue orders/direction to theContractor to correct any activities, work, materials and/orequipment which are not in compliance with theContract.
  • Direct, assist and monitor theperformance of the construction supervision team working on theconstruction of the roadworks and associated works including thesite engineers, the work inspectors and thesurveyors.
  • Provide assistance, information andadvice to the Employer regarding the issuance of variations andadjustments to the settlement of the Contractor'saccounts.
  • Provide assistance, information andadvice to the Employer regarding the issuance of instructionsinvolving financial matters.
  • Providerecommendations to the Employer for Contractorpayments.
  • Provide recommendations to theEmployer for claims and variationorders.
  • Advise on contractual and constructionmatters regarding roadworks and associated works, utilitydiversions and installations, traffic diversions, road furnitureand other related works.
  • Keep pertinent andproper site records.
  • Review allfabrication/shop/working/as-built drawings, design proposals,method statements, material submissions, any requests forinformation relating to the roadworks and associatedworks.
  • Maintain the ResidentEngineers' daily diary and daily diaries and reports byhis subordinates.
  • Generally supervise, review,monitor and report on progress of the infrastructure/landscapingassociated works.
  • Prepare progress reports asapplicable.
  • Check and measure the performedwork and record/report on actual vs. plannedprogress.
  • Coordinate with Parsons'design Engineers for resolution of relatedissues.
  • Coordinate with the Contractor onscheduling and application ofresources.
  • Coordinate with Client/PMC, theContractor and related concernedAuthorities.
  • Ensure safety goals are achievedon the project and oversee implementation of safety procedures onthe project.
  • Liaise with all parties for sitesafety and quality of works.
  • Submit reports tothe Employer on any accidents or near misses that take place onsite.
  • Review the Contractors' HSEreports.
  • Act positively and participate in allhealth and safety issues at site.
  • Comply withsafety, health and risk managementrequirements.
  • Convene and chair regular sitemeetings.
  • Issue additional drawings etc. asrequired in coordination with the designoffice.
  • Ensure prompt exchange ofcorrespondence and approvals.
  • Ensure accuracyand completeness of records.
  • Report back asnecessary to SRE/CM or ProjectManager.
  • Participate in contractadministration.
  • Perform other responsibilitiesassociated with this position as may be appropriate
Desiredcandidate profile
  • Bachelor's Degree in CivilEngineering (or related field) from a recognizedinstitution
  • Minimum twelve (12) years postgraduate experience in supervision, and construction management ofmajor infrastructure and stormwaterprojects.
  • Minimum of 05 years'experience in the specific stormwater/infrastructureworks
  • Demonstrable experience in all aspects ofsupervision on major infrastructure projects preferably in the Gulfregion.
  • Emphasis on Quality AssuranceSpecifications and Statistical QualityControl.
  • Should be able to review and justifythe material submissions analyze laboratory and technical reports,carry out acceptance sampling plans, testing and quality measures,ensuring the compliance with the project'sSpecifications.
  • Have a sound knowledge aboutcontractual relationships.
  • Must be fullycomputer literate and able to utilize computer technology to accessdata, maintain records, generate reports, etc. and any projectspecific engineering and construction relevantsoftware.
