The Technical Audits Specialistis responsible for leading and executing construction projectstechnical audits & Facilities Management audits to assessthe effectiveness of organizations internal controls environmentand compliance with established policies & procedures. Thisrole requires a deep understanding of construction activitiesconstruction project management & related risks and theability to translate technical risks into business terms formanagement. The Specialist will work independently or as part of ateam to conduct construction project audits (technical operationalfinancial and compliance) back office support functions audits(such as quality control estimation commercial engineeringprocurement etc.) audit of applications and systems in place toensure compliance with regulatory requirements industry standardsand bestpractices.

PrincipalAccountabilities:
  • Workwith the Group Chief Audit Officer and Group Audit Manager todevelop and implement a three/two year riskbased internal audit andassist in carrying out Group risk assessment and developing riskregisters.
  • Executethe internal audit program under the audit cycle stated in theInternal Audit Plan to provide assurance that the objectives statedunder the Internal Audit role in the Internal Audit Charter arealigned towards the achievement of overall companyobjectives.
  • Introduceand implement the concept of Technical Audits QA/QC Audits CloseoutAudits Cost Saving Audits Surprise quality & HSEinspections and review of construction claims such as EOT Variationordersetc.
  • Conductdetailed audit reviews for projects as per the audit plan andensure that all audit findings and issues are properly documentedcommunicated and agreed upon with theauditees.
  • Identifyand recommend opportunities for enhancements leading to moreeffective and efficient execution of constructionactivities.
  • Carryout spot visits on ongoing construction project sites and issue thesite visit report within one workingday.
  • Establishaudit work programs to effectively evaluate operations based onbest practices regulatory requirements and the operatingenvironment for contraction projectaudits.
  • Preparewellstructured and errorfree audit reports in a concise manner andensure that audit issues are placed in appropriate context withrecommendations presented in a persuasive manner for properimplementation by theauditees.
  • Prepareaudit work paper documentation to ensure clear support for allaudit findings and work performed including work paper retentionpolicies.
  • Reviewthe work of other team members and challenge their understanding ofaudit areas and processes to assure adequatecoverage.
  • Carryout followup reviews to ensure responsive consideration and actionon audit findings and recommendations. Reports to managementregarding failure to implement recommendations that could have aserious impact on agency operations.
  • Assists inconfidential investigations/audits concerning allegations ofconflicts of interest fraud corruption mismanagement gross oraggravatedmisconduct.
  • Communicateeffectively and professionally with business unit/ departmentmanagement throughout the audit process with regard to developing amutually effective audit work schedule conducting audit statusmeetings and leading the entrance and exitconferences.
  • Establishpositive and constructive relationships with the Business Units andmaintain knowledge of assigned operating businessunits.
  • AssistGCAO and Group Audit Manager in achieving Departments annualobjectives/KPls.
  • PerformAdhoc assignments as per Group Chief Audit Officersdirections.


Requirements Qualification:
  • Bachelor ofEngineering (Mechanical Electrical Civil) from a recognizeduniversity/institution.
  • Internationallyrecognized auditing qualifications pertaining to Audit (CIA CRMACCSA orequivalent)

Experience:
  • A minimum of10 years of internal audit (Financial Operational Compliance etc.)engineering estimating or construction experience with at least 5years of supervisory experience in a similar multidivisional groupor anMNC.
  • Musthave a construction background the incumbent must have knowledge ofconstruction methods strong knowledge of construction managementprocurement practices and cost budget control including projectcontrols cost estimating & tendering process technical& commercial evaluation quality control & qualityAssurance commercial terms & conditions forms of contractsprogress payments HSE OLPetc.
  • Wellversedwith IFRS and other reporting standards applicable to theconstructionindustry.
  • StrongKnowledge of Generally Accepted Accounting Principles (GAAP)International Standards for the Professional Practice of InternalAuditing (ISPPIA) issued by the IIA COSO framework and/or industryequivalent based on workexperience.
  • Thoroughunderstanding of risks and controls and the demonstrated ability todirect and/or conduct financial operational and complianceaudits.
  • Abilityto multitask and is detail oriented. Successfully handled multipleprojects at the same time and delivered quality results bydeadlines.
  • Provenability to partner with multiple stakeholders to driveresults.

Desirable:
  • Have workingexperience on PowerBl
  • Experiencein utilizing Data Analytics and Business Intelligence tools and theability to leverage theircapabilities.
  • Workingknowledge of Audit Management Software (AMS) similar to TeammateMetricStream etc.
  • Big 4experience.

Skills:
  • Stronganalytical skills particularly in regard to assessing theprobability and impact of internal controlweaknesses.
  • Staffmentoring and administrative managementproficiency.
  • Strongcommunication skills must be an exceptional listener. Mustcommunicate clearly and be able to speak eloquently. Tactful whendelivering the facts to the audience in person or via other modesof correspondence. Must possess advanced stage business reportwriting skills and have the ability to prepare thorough accurateand clear reports of complex information and to exercise soundjudgment in appraising and evaluatingoperations.
  • Attentionto detail and ability to focus always. Additionally they shouldpossess excellent report writingskills.
  • Criticaland skeptical thinking to identify gaps and apply logic todetermine the root cause of theissue.
