Roles and responsibilities

Lead a team of Engineers responsibleto prepare most competitive Techno-Commercial proposal incompliance with the client's requirements and technicalspecifications including assessment of risk. Support in thepreparation of cost estimates.

  • Prepare the proposal summary for thereview of the supervisor including initial assessment of thetechnical, financial, schedule or any other unusual risksassociated with a proposal and submit it to the management for thebid/no-bid decision.
  • Prepare and periodicallymonitor the proposal schedule and indicate slippages to theSupervisor.
  • Prepare Table of Contents/Index toTechnical, Un-priced and Priced Commercial Proposals withresponsibilities and dates clearlyidentified.
  • Prepare scope and effort matriceswhen working with a JV partner or a nominated subcontractor andperform the required integration of inputs for submission toclient.
  • Identify critical un-priced commercialenclosures such as Bank Guarantees, Parent Company Guarantees,Power of Attorneys, Notarization, Local registration requirementsetc. at the beginning and initiate actions with other departmentsto obtain these documents.
  • Conduct periodicreview meetings with proposal team, monitor progress, resolveconstraints and ensure that all timelines are met. Identify anyclarifications or exceptions to the client's inquiry andensure smooth flow of inter-disciplinary inputs and generation ofall deliverables through periodic discussions with disciplineengineers.
  • Coordinate with procurementdepartment to obtain vendor offers and responses fortechno-commercial and scope clarifications raised and to identifytarget vendors for key equipment/ packages for further negotiationsand strategic pre-bid understanding.
  • Coordinatewith subcontract department, monitor timely receipt of disciplineBOQ's and ensure issue of subcontract packages withproject specific responsibility matrices, preambles etc. tosubcontractors.
  • Prepare cost estimates andensure that all the cost elements e.g. subcontract offer, materialsestimates from disciplines, project support, third party servicesetc. have been captured in theproposal.
  • Prepare price break down schedules incompliance to tender requirements and link the cost estimates in amanner that allows expeditious compilation of final commercialproposal.
  • Develop risk register, reviewperiodically and compile inputs and documents for Management RiskReviews.
  • Assist in preparing for Technical& Commercial Reviews, Project Execution Reviews and otherreviews.
  • Provide necessary inputs to ProjectControls department for project schedulepreparation.
  • Assist in preparing technical andcommercial proposals as per client requirement particularlyaddressing critical sections such as project execution plans,organization charts, job specific technical write ups, bankguarantees, commercial and technical qualifications. Prepareresponses to the client post bidqueries.
  • Perform all other duties as requiredfor timely and quality Proposal Submission in accordance withProposal Procedure and in compliance to Tenderrequirements.

  • TechnicalExpertise: A strong understanding of engineeringprinciples, system design, and architecture. Familiarity withvarious engineering systems, such as mechanical, electrical, orsoftware-based systems, depending on theindustry.

  • AnalyticalSkills: Strong ability to analyze complex systems,identify issues, and derive actionable insights. You need to have asharp focus on data analysis andtroubleshooting.

  • Problem-Solving:The ability to solve technical problems efficiently and creatively,using data and research to implement the best solutions for systemimprovements.

  • ProjectManagement: Experience with project managementprinciples, including timeline management, resource allocation, andcollaboration with teams to ensure successfulimplementation.

  • CommunicationSkills: Strong written and verbal communicationskills to document systems, present reports, and communicatecomplex technical information to non-technicalstakeholders.

  • SystemsThinking: The ability to understand how differentcomponents of an engineering system interact and how changes in onearea may affect the entiresystem.
