Head of ProcurementCompany: Dubai Taxi Company PJSCLocation: Dubai, United Arab EmiratesOverview:As the Head of Procurement at Dubai Taxi Company PJSC, you will play a critical role in managing the procurement function to ensure the efficient sourcing and supply of goods, services, and materials required for the company's operations.

This role requires a strategic thinker with strong leadership skills, extensive procurement expertise, and the ability to drive cost savings while maintaining quality and compliance with regulatory requirements.


Key Responsibilities:

Strategic Procurement Planning:
Develop and implement procurement strategies aligned with the company's objectives, budget, and operational requirements. Identify opportunities for process improvement, cost reduction, and supplier optimization to enhance efficiency and effectiveness.

Supplier Management:

Build and maintain strong relationships with suppliers, vendors, and contractors to ensure timely delivery of high-quality goods and services at competitive prices.

Negotiate favorable terms and contracts, including pricing, payment terms, and service level agreements (SLAs), while mitigating risks and ensuring compliance with company policies and regulations.


Sourcing and Tendering:
Lead the sourcing and tendering process for key procurement categories, including conducting market research, identifying potential suppliers, issuing requests for proposals (RFPs) or requests for quotations (RFQs), evaluating bids, and selecting preferred suppliers based on criteria such as quality, cost, and reliability

Contract Management:

Oversee the negotiation, drafting, and management of contracts with suppliers and vendors, ensuring clarity, accuracy, and compliance with legal and regulatory requirements.

Monitor contract performance, resolve disputes, and enforce contractual terms to optimize value and minimize risk.

Inventory Management:
Collaborate with internal stakeholders to forecast demand, maintain optimal inventory levels, and ensure timely replenishment of stock to support operational needs while minimizing carrying costs and obsolescence

Cost Optimization:

Identify opportunities for cost savings and cost avoidance through strategic sourcing, value engineering, demand management, and process efficiency initiatives.

Track and analyze procurement spend, identify trends, and implement cost-saving measures to achieve budgetary targets and improve financial performance.

Compliance and Risk Management:
Ensure compliance with procurement policies, procedures, and regulatory requirements, including ethical standards, sustainability guidelines, and government regulations. Implement risk mitigation strategies to safeguard against supply chain disruptions, vendor failures, and other potential threats to business continuity.

Performance Measurement:
Develop key performance indicators (KPIs) and metrics to measure the effectiveness and efficiency of the procurement function. Establish regular reporting mechanisms to communicate procurement performance, identify areas for improvement, and drive continuous improvement initiatives.

Team Leadership:
Recruit, train, and mentor a high-performing procurement team, fostering a culture of collaboration, innovation, and accountability. Provide guidance, feedback, and professional development opportunities to support team members' growth and success.

Qualifications:


Bachelor's degree in Business Administration, Supply Chain Management, Procurement, or related field; Master's degree or professional certification (e.g., CIPS, CPSM) is preferred.

Minimum 8-10 years of progressive experience in procurement, sourcing, and contract management, with at least 5 years in a leadership role.

Demonstrated expertise in strategic sourcing, supplier management, contract negotiation, and cost optimization strategies.
Strong analytical skills with the ability to interpret data, conduct market research, and make data-driven decisions.
Excellent negotiation, communication, and interpersonal skills, with the ability to build rapport and influence stakeholders at all levels.

Proficiency in procurement software and systems, as well as Microsoft Office applications (Word, Excel, PowerPoint).Knowledge of procurement best practices, industry trends, and regulatory requirements, particularly in the transportation or logistics sector.

Familiarity with local market dynamics and cultural nuances in Dubai and the wider UAE region is highly desirable.
Fluency in English; proficiency in Arabic is a plus.
