Scope

Procurement Specialist will help develop integrated procurement plans and procedures supporting organizational strategies. The role will manage and control the procurement process and execution within PTS projects, providing support to achieve organizational goals and objectives. The Specialist will manage the procurement team and monitor and control contractor procurement and subcontracting activities to ensure timely, quality performance in accordance with the Agreement and approved procedural requirements.

Responsibilities

  • Prepare internal procurement related plans and procedures as required.
  • Ensure contractors submit project related procurement and subcontracting plans and procedures in accordance with agreement requirements, including procurement plan, purchasing procedure, expediting, inspection, shipping, packing, traffic, spare parts, and site material management procedures.
  • Review and approve contractor procurement and subcontracting plans and procedures.
  • Review contractor procurement organization chart and ensure adequate resources in purchasing, expediting, inspection, shipping, and spare parts teams.
  • Monitor contractor compliance with agreement obligations in procurement and subcontracting, ensuring processes align with timelines.
  • Monitor and ensure contractor performs procurement and subcontracting activities per agreement requirements, including issuance of plans, procedures, inquiries, technical bid evaluations, award recommendations, purchase orders, subcontracts, expediting, inspection, shipping, duty exemption requests, progress reports, etc.
  • Ensure contractor submits updated procurement reports: Bid Inquiry Status Report, Procurement Service Register, Inspection and Expediting report, Shipping Status Report, Spare Parts Status Report.
  • Timely review and process contractor technical bid evaluations, award recommendations, vendor prequalification requests, duty exemption requests, letters of assistance, and other procurement related letters.
  • Prepare and process company position papers, analyses, approvals, records, and control documents on procurement matters.
  • Cooperate with engineering, construction, project control, project management, and other parties to achieve common project and organizational goals.
  • Develop and maintain status reports on procurement and subcontracting.
  • Provide advice and recommend solutions and improvements on procurement/subcontracting matters best for the company.
  • Contribute to project schedule by ensuring contractor documents are reviewed and approved in a timely manner.
  • Monitor and control contractor post‑order placement activities, expediting, and shipping.
  • Keep management aware of procurement risks, provide mitigations and execution plans.
  • Provide regular procurement status updates.
  • Work daily with contractor procurement team to ensure proper communication on any procurement matters.

Qualifications

Minimum Qualification

  • 4 years Bachelor Engineering Degree
  • Very good command of English language (spoken and written)

Experience

  • Minimum 15 years relevant experience in Oil, Gas, or Petrochemical industry
  • Minimum 5 years experience in a similar position in mega Oil, Gas or Petrochemical projects
  • Extensive experience with FEED, EPC, ADNOC, and offshore projects
