To define the role, responsibilities and functions of theFire & Safety Officer.

Responsibilities

The Fire & Safety Officer

Shall report to the Hospital administrator.

Shall be responsible to identify, collect, evaluate and correct all Fire Safety and General Safety related issues in the hospital.

Is the head of security department, monitors and instructs Security Staff of the organization, to ensure that the safety conditions and a secure environment is provided to all patients/staff/visitors and vendors of the organization.

Shall maintain a close liaison with the Maintenance department of the hospital to ensure that all Fire detection and Fire Fighting Systems are functioning and are being maintained properly and as per the laid down procedures.

Shall be responsible to provide training to all staff in use of Fire Fighting Equipment - on a regular basis and shall assess the staff knowledge on such Training.

Shall also impart instructions and assess staff knowledge for action to be taken in Case of:

(b) Injury to a person.

Damage to the departments or personal property.

Shall maintain close contacts with the nearest Civil Defense & Fire Brigade Station of the area to ensure that the Civil Defense Staff are familiar with Fire Fighting facility and layout of the area under “Fire & Safety Officer's control"

Keep a close watch on the handling, storage and disposal of hazardous materials and hazardous waste and report any breach of regulations.

The Fire & Safety Officer shall have the authority to intervene, whenever conditions exist that pose an immediate threat to life or health or pose a threat of damage to equipment or building.

Shall function as the "Secretary" of the “FACILITY MANAGEMENT & SAFETY Committee" of the organization.

Works with the “FACILITY MANAGEMENT & SAFETY Committee” to develop and maintain an up- to-date safety Manual specific to the facility. Co-ordinates and/or participates in the development/review of departmental and facility-wide Safety policies and procedures.

Maintains a record of all “FACILITY MANAGEMENT & SAFETY Committee” Meetings on file In accordance with JCI standards.

Responsible for making recommendations to the Committee that shall improve the safety program.

Initiates or arranges to initiate through the in-charge of the area, any repairs / changes to rectify all known unsafe conditions as soon as possible.

Attends pertinent training sessions as available and imparts training to other staff on a regular basis.

Reports regularly to the “FACILITY MANAGEMENT & SAFETY Committee” on conclusions, recommendations, actions, and evaluations of the Safety, Fire Safety, Security, and Utility Management Programs.

Conducts and/or participates in hazard surveillance and incident reporting on a regular basis.

Actively participates in the safety management process & in JCI accreditation project.

Regularly performs safety and security activities recognized as the most important complex.

Use a uniform format and content for planning documents.

Provide a described planned service of the department.

Guide the provision of identified services.

Address the staff knowledge and skills needed to assess and to meet patient needs.

Coordinate and/or integration of services within and with other departments and services.

As Secretary of the FACILITY MANAGEMENT & SAFETY Committee, the assignment shall be as follows:

Arranges “FACILITY MANAGEMENT & SAFETY Committee” Meeting agendas and takes Minutes.

Qualifications

QUALIFICATION, LICENSURE, EDUCATION, EXPERIENCE, SPECIAL SKILLS

Education

Educational level -acquired through completion of related Diploma In Safety Engineering

NEBOSH QUALIFIED

IOSH & OSHA QUALIFIED

Experience – At least two years of experience in a public safety occupation.

Excellent command of oral and written English. Knowledge in Arabic is desirable.

Knowledge of state laws related to the safety of people and property.

Knowledge of the principles of safety, accident, and fire prevention.

Knowledge of first aid methods and techniques.

Knowledge of departmental policies, procedures, rules and regulations related to the safety and security of people and property.

Ability to maintain composure and respond properly during emergencies.

Ability to learn and apply written laws, rules, and regulations related to the work.

Ability to work independently.

Ability to plan, develop and conduct employee safety, fire prevention and accident prevention programs.
