Role: Human Resource Manager - Operations
Location: Dubai, United Arab Emirates
Reports to: Head of Human Resources

Job Purpose:
The incumbent will be responsible for monitoring HR Projects policies and procedures by ensuring successful progress, execution, and impact, including improvements to the overall efficiency within HR.

Key Responsibilities: HR Projects
  • Collaborating with the Head of HR in developing and updating the HR Strategy and annual HR operational plan, ensuring the HR plans align with the organization's overall strategy and goals.
  • Regularly reviewing the status of HR Projects against the set timelines, budgets, and milestones to ensure all deliverables are on track by the designated HR team members.
  • Identify issues by proactively identifying any roadblocks or delays that may arise, seek solutions and if required, escalate to the Head of HR.
  • Contribute to HR projects and occasionally take project management role on projects, such as Culture Change, to ensure these projects are completed on time and within budget and seek continuous improvements to ensure sustainability.
HR Policies and Procedures
  • Review and develop HR Policies and Procedures, ensuring compliance with DIFC Employment Law and promoting a consistent, fair, and productive work environment.
  • Assess specific needs, culture, and strategic goals, conduct gap analysis, legal requirements, and benchmark best practices against industry, local and international markets.
  • Engage with stakeholders and gather input, develop clear and concise content, and review and revise drafts. Final recommendations are to be presented to the Head of HR.
  • Communicate policies to employees, by developing communication plans and offering workshop sessions to ensure employees understand the policies and their implications.
  • Review the policy effectiveness, revise, and update policies, as and when required.
Measurable Metrics and Performance
  • For HR, establish specific, measurable, achievable, relevant, and time-bound SMART metrics for each KPI to provide clear targets and expectations.
  • Clearly communicate the defined KPIs and their relevance to HR members, ensuring that everyone understands the objectives.
  • Regularly tracking and reviewing the progress against the established KPIs, identifying any gaps, and reassessing and/or refining the KPIs to ensure they remain relevant and achievable and are aligned with the organizational needs.
  • Develop clear and concise HR performance reports by compiling data, analyzing metrics, and presenting insights, by coordinating with the HR sections, to ensure accuracy and relevance.
Emiratization Plan
  • Monitor the Emiratisation plan, including tracking, reporting and ensuring the support programmes are in place and effective.
Grievances and Disciplinary Action
  • Fair and consistent handling of employee grievances and conduct investigations fairly and impartially, document all findings, including solving matters before transferring to the Work-Related Offences Committee and Grievance & Complaints Committee.
  • Review of disciplinary action requests before transferring these to the Work-Related Offences Committee and Grievance & Complaints Committee.
  • Regularly review the grievance and disciplinary processes to identify areas for improvement and ensure they remain effective and aligned with best practices.
Employee Engagement Survey
  • Manage the employee engagement surveys, with a selected business partner, and ensure these tools effectively measure employee sentiment, engagement, and satisfaction.
  • Defining the survey objectives, identifying key focus areas, and ensuring these align with the goals.
  • Co-design the survey questions, communicate purpose and importance, administer and analyze the survey, and interpret findings. Identify actionable insights and create and implement action plans.
  • Track the progress of action plans, by monitoring implementation and outcomes.
  • Administer pulse surveys, as and when required on various selected matters.
Reports
  • Prepare departmental statements and reports timely and accurately to meet department requirements, policies and standards.
Related Assignments
  • In coordination with the relevant department on behalf of HR manage the HR Risk Register by developing and reporting HR risks.
  • Manage the HR Communication Channels, ensuring clear, consistent, and relevant messaging.
  • Operating within the first line of defense, you will share responsibility for ongoing risk management while promoting a strong risk culture within the division and across the organization in line with the Risk Management Framework.
  • Perform other related duties or assignments as directed by the Head of HR.
Requirements:
  • Bachelor's degree in human resources or business administration with preferably a relevant HR professional qualification.
  • 6 - 8 years' experience as a human resource professional in a highly developed HR environment.
  • Experience in developing HR policies, dealing with employee grievances, and developing specific KPIs for HR.
  • Experience in financial services is advantageous.
  • Thorough knowledge of HR operations. Understanding of financial services. Fluent in both written and spoken English.
  • Strong analytical and data management skills. Ability to take the initiative, think creatively, and solve problems.
  • Good knowledge of Microsoft Office applications.
  • Ability to set and meet deadlines.
  • Ability to clearly and articulately communicate and present ideas verbally and in writing.
  • Strong interpersonal and empathizing skills.
