Dredging Project Manager

Responsiblefor:

In general:

• Responsible to deliver project successfullywithin project objectives and execution schedule

Specially:

• Overlooks and keeps track of the project performancefinancially and operational
• Performs projectbudget controls and determines and introduces mitigations in timewhen the project status is deviating from the projectobjectives
• Translation of the Companys policytowards the Employees Engineer and Third Parties
• Organization and Supervision of the Execution of theWorks described in the Contract
• Ensuring alllegal and Contractual requirements of the Contract
• Reporting to Head Office
• Immediatereporting of accidents or particular events
• Responsible for the safety and health of the employeesand Subcontractors including the environmentalperformance
• Execution of the work inaccordance with the local environmental prescriptions andregulations

Powers:

• Defend the Companys viewpoints
• Setups up project structure and divide and delegate tasksand responsibility towards the site staff
• Study and implement methods increasingproductions

ProjectManager Responsibilities and accountabilities towardsHSE
The head of the line management is thePM. He is the leader to the Project Management Team and issupported by the Project HSE Representative for HSE matters. Allstaff with management responsibilities shall demonstrate theircommitment to the continual improvement of the HSEperformance.

Accountability:

The ultimate responsibility and accountability foroccupational health and safety on the project rests with theProject Manager.

The PM is responsible for allproject activities including HSE. He will be the main interfacewith CLIENT for all matters.

The Project Managerimplements the policy by:

• • Setting an example for hiscolleagues by his own behavior and approach regarding HSEmatters
  • Ensuring the availability of aneffective OHSMS Occupational Health and Safety Management Systemand the implementation of this System
  • Askingthe HSE Management (on corporate as well as on project level) foradvice;
  • Ensuring that risks and impacts areproperly communicated to all supervisors and workers and that workis carried out safely on a daily basis;
  • Verifying whether the different tasks are performed byqualified and competent personnel;
  • Making surethat the project activities comply with HSE regulations andrequirements;
  • Carrying out inspectionsreporting of nonconformities and ensuring that these are followedup;
  • Ensuring that all employees understand theHSE regulations;
  • Applying the sameinstructions to suppliers/Subcontractors;
  • Ensuring that accidents nearmisses and hazardoussituations are investigated and corrective actions aretaken;
  • Participating in Internal and ExternalAudits;
  • Ensuring that appropriate technicaland financial resources are made available to support theOHSMS;
  • Proposing measures to prevent risks forpersonnel.
  • Responsibilities towards emergencyresponse are defined in the Emergency Response Plan.

Duties &Objective:

Objective:

Project managers objective is to organize manage monitorand control the project organization execution and budget in orderto undertake the scope of work and achieve standards of qualityschedule and costs as laid down in the Contract in the interests ofCO. with relation to the Contract.

Planning:

• Setup Operationalplanning( vessel deployment dredging planning reclamationplanning)
• Setup project team
• Setup Operational Budget tenderBudget
• Setup Mobilization/Demobilizationplan
• Setup weekly review of financial statusand operational status and provides forecast

Organizing:

• Mobilization/Demobilization
• The sitestructure (personnel) and provides duties and expectations to eachof the project team members
• The executionprogram and provides updates
• Maintains thecut/fill volume balance and dredging productionoverviews
• Contacts with Employer EngineerThird Parties
• The site administration(financial legal accountancy HSE)
• Thereporting towards Head Office
• The commercialprospection for future Works

Deciding:

• In conflicts dueto human relations between site staff and labour
• About execution program difficulties changes in methodsetc...
• Precedence in works of subcontractorsj.v. partners
• In all matters directly relatedto a proper execution of the works in compliance with therequirements of the contract
• Prepares claimstogether with the contracts team

Delegating:

According to organizationchart of Personnel delegates power to:

• Works manager Dredging Superintendents Dredging projectengineer surveyor etc.. For daily execution of the Works
• Administrator or Account for administrative matters(Financial Fiscal Accountancy Legal Contractual...)
• Surveyor for the positioning of the Works and followup ofmeasurements
• Technical superintendent for theplanning of maintenance and repair of the Equipment
• Local Agent for typical local matters

Executing:

• Keeps track of project status financially and as welloperationally
• With the Accountant establishingaccountancy cost control and budget systems
• With operations project team keeps overview of dredgingproductions dredger deployment and auxiliary vessels and pipelinedeployment in order to achieve best performance in theproject.
• Identifies known and unknown projectconstraints and risks and defines actions tocontrol/transfer/mitigate
• Maintains overviewproject of executed work and planned work a head in regards tovolume balances
• Reporting project status andforecast/ plan ahead to the Head Office financially asoperationally
• Ensuring all legal andcontractual requirements for efficient administration of theContract
• Managing the Site Team
• Establish the final report of the Project pertaining toperformance production soil data and other price influencingelements and financial impacts
• Translate theCompanys policy towards the Employer Engineer and ThirdParties
• Daily correspondence and contacts withClient and Third Parties
• Prepares the monthlyPPMO report

Controlling:

• Financial results of project
• Reviews payments applications
• TheProgress of the Works own works and subcontractors work
• The daily activities of the site staff
• The activities of the local agent and outside lawyersaccountants etc...
• Import and export ofequipment/vessels spare parts consumables
• Performance of labor (number and rates)

Authorities ProjectManager:

• Delegatetasks in the Project organization.
• Approve:project documents project organization charts vendor documents jobdescriptions construction program project budgets project auditreports training Nonconformity disposition material requisitionsengineering requisitions suppliers project recruitment expenditureprogress claims variation notices.
• Sign:correspondence with CLIENT correspondence to Subcontractors monthlyreports purchase orders and approve invoices.
• Approve recruitment and termination of Contract and wagesof personnel.
• Stop construction activity andclose out OFIs.
• Represent CO. and the PMT inall meetings and matters retaining to the Contract with respect tothe CLIENT and any third party.

Specific tasks concerning HSE:

• To carry out HSE Inspections (monthly)
• Organizing toolbox meetings or delegating them tosuperintendents and foreman / supervisors(monthly)

Commitment of PM towards the OccupationalHealth and Safety Management System:

• Demonstrating leadership and accountability towardssafety by actively taking part in HSE meetings (e.g. Inspectionsand audits; Incident Investigations; development of Safe WorkPractices; Job Hazard Analysis; Risk & ImpactAssessments).
• Ensure the availability of thePolicy and its communication to all persons working on the projectsite.
• Ensure the availability of resources toset up implement maintain and improve the EMS and OHSMS.
• Designate a person of the PMT as Project HSERepresentative who has the defined responsibility and authority forimplementing the EMS and OHSMS.
• Demonstratehis commitment towards continual improvement of the EMS and OHSMSperformance and towards prevention of pollution.
• Take part in the review of the EMS and OHSMS to ensuretheir continuing suitability adequacy and effectiveness. Thisreview shall be done by means of a Management Review Meeting and/orduring other relevant meetings.

Commitment of PM towards the Quality ManagementSystem:

The PM shall be committed to thedevelopment and implementation of the QMS and continually improvingits effectiveness by:

• Communicatingwithin the project organization the importance of meeting CLIENTRequirements as well as statuary and regulatoryRequirements.
• Ensuring the availability andreview of the Policy and its communication to all persons workingon the project site.
• Ensuring theestablishment and review of quality objectives.
• Ensuring the availability of resources to set upimplement and maintain (e.g. After changes) the QMS in order tomeet the requirements.
• Designation a person ofthe PMT as project Quality Representative who (a) has the definedresponsibility and authority for implementing and maintaining theQMS; (b) reports on the performance and need for improvement; and(c) promotes awareness of CLIENTs requirements within theproject.
• Ensuring that CLIENTs requirementsare determined and met with the aim of enhancing customerssatisfaction.
• Ensuring that responsibilitiesand authorities are defined and communicated within theproject.
• Ensuring that appropriatecommunication processes are established within the project and thatcommunication takes place regarding the effectiveness of theQMS.
• Take part in the review of the QMS toensure its continuing suitability adequacy and effectiveness. Thisreview which includes assessing opportunities for improvement andthe need for changes to the QMS Policy

• Communicate HSEresponsibilities effectively with staff
• Encouraging a safety culture promoting a noblameculture
• Tracking and monitoring progress toensure HSE KPI achievement

• Master or Civil Engineer in ConstructionMechanical Marine Engineering
