Job Title: Assistant Director of Infrastructure

Job Location: Dubai, United Arab Emirates

Industry: Infrastructure (Wet/Dry/Electrical Utilities)

Key Responsibilities:

  • Direct the planning, coordination, and management of dry, wet, and transportation infrastructure, ensuring seamless service integration across electrical, telecom, street lighting, potable water, sewerage, irrigation, district cooling, gas, and transportation systems.
  • Update master plans to integrate both current and future road networks and corridors, with a focus on growth corridors, population forecasting, and sustainable urban development.
  • Manage three infrastructure fields within the department:
  • Electrical and Dry Services: Oversee capacity allocation, utility corridors, and connection points, coordinating with DEWA to plan new and utilize existing substations.
  • Wet Services: Guide wet infrastructure planning, from hydraulic modeling to district cooling and sewer impact assessments, coordinating with internal teams to ensure sustainable utility distribution and cost-efficient designs.
  • Transportation and Traffic Systems: Direct transportation strategies, including traffic impact studies, forecasting land use demand, and maintaining records of road and mobility infrastructure.
  • Act as the primary liaison with external authorities, including RTA, DEWA, DM, Dubai Civil Defense, Dubai Police, Empower, Etisalat, Du, and others, ensuring compliance with infrastructure regulations and securing timely project approvals.
  • Manage and align with key internal stakeholders (Development, Legal, Finance, Customer Services) to address infrastructure design needs, associated costs, and project progression.
  • Conduct and present feasibility studies on proposed infrastructure methodologies and recommendations from the master planning team, advising on feasible, cost-effective options aligned with long-term urban growth strategies.
  • Leverage GIS solutions to maintain a comprehensive, up-to-date repository of infrastructure data, supporting efficient decision-making processes.
  • Enforce compliance with approved guidelines, GFA allocations, and safety standards across all projects and act as a resource for technical consultation on infrastructure-related matters, mitigating additional costs from non-compliance.
  • Lead emergency response and incident resolution efforts in coordination with community and mall management teams, providing technical support and ensuring public safety in the event of infrastructure-related incidents.

Desired Qualifications:

  • Masters in Engineering Project Management – Water Projects Management (Preferable)
  • Bachelor's degree in civil engineering – water resources and environment
  • Minimum 10 years' experience in infrastructure engineering with at least 6 years' experience in a senior managerial level in the infrastructure department for a large property developer or with a Municipal Corporation/City Communities/ or with a Major Utility Provider like DEWA, ADWEA, or Private Units.
  • Ability to develop and implement a strategic plan for infrastructure projects.
