Provides Engineering and Design expertise in reviews of Gas distribution pipelines / networks, and gas facilities (LPG/SNG/NG/CNG/LCNG) engineering and design works for residential, commercial and Industrial customers in line with latest approved technologies, applications and in compliance with applicable international standards and local regulations, in cost effective manner.
Liaison with New Developers, Gas Consultant and Contractors and provide the necessary technical support & approvals of the design & engineering submissions, plan the site inspection visits, and issue the Final design NOCs necessary to construct, build, and operate their gas distribution networks and LPG/SNG/NG/CNG/LCNG Farms/Plants for the residential, commercial and Industrial customers.
In addition of processing the government E-NOC system applications for Abu Dhabi Emirate utilities infrastructure and master development.
Job Specific Accountabilities
- Performs engineering design review activities and planning for all city gas distribution networks and gas facilities (LPG/SNG/NG/CNG/LCNG) projects. This includes cost estimations, budget preparation, project planning and review of work packages, to ensure the required engineering procedures in line with best industry practices based on approved applicable standards and regulations.
- Perform Vendors, Contractors, Consultants and TPI’s Pre-qualification Process, and technical evaluation. Provides professional know-how in Tenders Preparations, Bidding Processes, Bids Technical and Commercial Evaluation. Participates in the construction, operations, maintenance and contracts preparation activities as required.
- Development of the scope of work, BOQ, and technical specifications of all GAS networks and facilities Projects activities ensuring that latest approved technologies are applied and in compliance with applicable international standards.
- Develop and update Engineering Procedure / guidelines in line with latest international standards.
- Ensures that Engineering and designs submitted through EPC contractors and technical consultants are in accordance with the Scope of Work and meeting Company expectation with regards to quality, application of proven and reliable state of the art technology and incorporation of Lesson Learnt on completed and ongoing Projects.
- Organizes and supervise the implementation of best practice for gas network and facilities design activities ensuring that latest approved technologies are applied and in compliance with applicable international standards. Organizes and supervise the new techniques to minimize construction timing and public interruption.
- Develops and manages scope of work and deliverables for projects consultants, licensor and engineering contractors for services in related fields as required. Directs and controls scope changes that maybe required during projects implementation phases in terms of technical validity and cost effectiveness.
- Carries out their duties in accordance with specifications and Company policies and regulations.
- Participates in establishing the project Health, Safety & Environment Management processes.
- Recommends training requirements for Company and consultants / contractors personnel in relevant areas.
- Organize and participate in installation audits on Contractors as required ensuring their compliance with requirements.
- Control all activities of assigned gas networks and gas facilities projects at pre-award stage ensuring that latest approved technologies are applied.
- Review all projects related gas networks and gas facilities engineering and design transmittals, including materials verifications, process and procedures.
- Compliance with applicable international standards and UAE local regulations.
- Participate in the development of the prequalification process for private sector gas installers for all gas distribution network projects activities ensuring that latest approved technologies are applied and in compliance with applicable international standards, when required.
- Provides professional expertise in the selection of potential contractors and suppliers with particular emphasis on their pre-qualification, and bids technical evaluation.
- Remains fully conversant with international developments and best practice in Gas distribution networks and facilities technology.
- Review of design submissions for Private Gas networks and facilities, plan the site inspection and issue the Final design NOCs.
- Investigate, evaluate and recommends on new technologies and developments.
- Provide support when required to other related projects, O&M and customer service activities.
- Analyses problem areas and recommend practical cost effective solutions.
- Participates in accidents / Incidents investigation when required.
- Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
- Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.
- Provide input for preparation of the functional budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives.
- Investigate and highlight any significant variances to support effective performance and cost control.
- Implement approved Section / Department policies, processes, systems, standards and procedures in order to support execution of the Section’s / Department work programs in line with Company and International standards.
- Contribute to the achievement of the approved Performance Objectives for the function in line with the Company Performance framework.
- Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
- Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with best Industry standards in order to define intelligent solutions for issues confronting the function.
- Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices.
- Provide inputs to prepare Section MIS and progress reports for Company Management.
- Minimum Qualification
- Bachelor Degree in Engineering.
- Minimum Experience & Knowledge & Skills
- 8 years of experience in the gas distribution networks and facilities engineering, installations and commissioning for residential, commercial and industrial customers; including 3 years in construction and operations in a lead/supervisory role.
- Professional Certifications
- Professional certification in gas distribution systems from accredited certification body is an advantage.
