Job Description



Senior Sourcing & Pre-Qualification Specialist

To perform activities of souring and pre-qualification including and not limited to sourcing relevant national/ international vendors/ suppliers; evaluate vendors/ suppliers requests for registration; review, assess and follow up for pre-qualification submissions and develop new sources of procurement of products and services based on the customer needs and commercial requirements whilst ensuring adherence to company policy & procedures.

  • Conduct meetings with department(s) to discuss the customer requirements and/or gather the specific technical requirements of the requested product and/or services.
  • Source and engage with vendors/ suppliers. Generate seek interest process prior to submission for pre-qualification by forwarding summarized offer for products and/or services received from vendors/ suppliers to the requesting departments.
  • Evaluate vendors/ suppliers requests for pre-qualification, assess and verify all reverent documents such as trade license, contracts with business partners and associates/ specific licenses related products and services to ensure compliance to requirements necessary for registration and completeness of vendor/ supplier drossier.
  • Circulate the pre-qualification submission to the requesting department(s) for their evaluation/ comments. Conduct review of the evaluated pre-qualification submissions and compile them into; approval, rejection, additional information request and visit requirements and accordingly advise vendors/ suppliers on pre-qualification outcome.
  • Initiate pre-qualification exercise and lead meetings with requesting department(s) and vendors/ suppliers representing the company. Ensure and advance knowledge of the rules & regulations related to commercial of the relevant country and instructions/ recommendations from senior management.
  • Consolidate annual commitment plan for contracts to ensure development of comprehensive lists of pre-qualified registered vendors/ suppliers. Ensure vendors/ suppliers conformity with company requirements so that the delivered products and services are of required value to requesting department and to the customers.
  • Perform vendor/ supplier registration of the qualified process as per the procurement policy & procedures.
  • Identify the risks associated in each stage of sourcing and pre-qualification activities and implement risk mitigation measures.• Update vendor/ supplier information including day to day information as requested by the vendors/ suppliers regarding the changes in company status including and not limited to contracts, change in the company name and address etc. and accordingly prepare approvals/ rejection reports for department head’s approval.
  • Deliver sourcing and pre-qualification activities status reports, analysis and documents, as required.
  • Meet with vendors/ suppliers and their business partners/ associates to discuss their matters related to registrations, audit visits, pre-qualifications, potentialities, performance, disputes and legal matters.
  • Establish and foster networking and relationships with vendors/ suppliers in the target markets and create a platform for business deals.
  • Contribute in implementing, reviewing, monitoring and improving the integrated management system (IMS) in co-ordination with Organization Excellence department, as required.
  • Contribute in implementing new systems and processes to optimize more effective project management as required and within the framework of project delivery approach.
  • Perform any other related activities as directed by Senior Procurement Manager and in accordance with company policy.


Requirements Minimum Qualifications

• Bachelor degree in any discipline or equivalent.

• Master degree in business management or equivalent. Preferred

• 9 years’ experience in sourcing & pre-qualification in public/ private company.

• Experience in sourcing & pre-qualification in public/ private company in defense & security industry sector.

  • Language: Preferable Bi-lingual (Arabic and English language).
